Livelihoods and Conflict: a Toolkit for Intervention 2004

This livelihoods and conflict toolkit is preserved as a 2004 programming resource. The original summary below describes the development and humanitarian challenges associated with conflict and the policy context presented at the time.

Conflict arises due to a complex set of variables coming together and reinforcing each other at multiple levels and at critical junctures of a country or region’s development. It leaves in its aftermath significant development and humanitarian challenges. USAID recognizes that conflict is an inherent and legitimate part of social and political life, and is often a precursor to positive change.Yet the consequences of conflict can also be alarmingly high. Therefore, USAID has adopted a new policy by which it will aggressively expand its development and implementation of programs mitigating the causes and consequences of conflict, instability, fragility and extremism.

For land rights and governance material concerning conflict, explore the conflict collection. The separate Land and Conflict Toolkit 2.0 provides another route into the site’s resources on diagnosing land-related conflict and planning interventions.

Use each resource’s publication date, scope, and supporting documents when comparing the approaches in this collection. The archive brings together resources from different periods; those differences matter when studying how programming frameworks developed.
