LAND-at-scale Phase 2: Frequently Asked Questions

On March 17, 2026, the Netherlands Enterprise Agency (RVO) and Land Portal Foundation hosted an online Webinar to present the outlines of the new phase of the Dutch LAND-at-scale programme. The programme was launched in January 2026. The objective of the Webinar was to provide a short introduction of the programme, its second phase, the process and steps, and how partners may get involved in the programme at a later stage. Questions during the Webinar zoomed in on: country selection, engagement opportunities, timeline, applicant types, and the roles of RVO and Dutch embassies.

See the webinar recording:

Eligible countries

Bangladesh; Benin; Burkina Faso; Chad; Colombia; Côte d’Ivoire; Egypt; Ethiopia; Ghana; India; Indonesia; Iraq; Jordan; Kenya; Lebanon; Mali; Morocco; Mozambique; Niger; Nigeria; the Palestinian Territories; Senegal; Somalia; South Africa; Sudan; Syria; Tunisia; Uganda; Vietnam; Yemen. RVO expects to select approximately 12 to 14 countries from this list.

Important: Dutch embassies in these countries were eligible to submit ideas (no other organizations can submit ideas to RVO) – this call has now been closed. No further calls for embassy ideas are foreseen.

Updated on September, 2026:

For countries that have not been selected, no further applications will be considered at this time.

1. What is LAND-at-scale phase 2?

A land governance support programme financed by the Netherlands Ministry of Foreign Affairs and managed by the Netherlands Enterprise Agency (RVO) since 2019. Phase 2 runs from 2026 to 2033 and continues to work on three main programme pillars: country projects, knowledge management, and collaboration and coordination.

2. Are all 30 eligible countries automatically included?

No, this is an eligibility list, not a final list of countries to be included in the programme. RVO expects to select around 12 to 14 countries after reviewing the embassy ideas that have been received.

3. How can organizations engage?

There are two main opportunities. Firstly, LAND-at-scale aims to build on successful approaches, therefore the scoping of the selected countries will include stakeholder consultations. RVO will publish these opportunities. Secondly, parties may respond to the call for concept notes once RVO publishes one for a selected country. Of course the opportunity to respond to a call for concept notes depends very much on the content of the call: the type of expertise and experience needed, any requirements regarding types of organizations etc.

4. Can organizations already submit concept notes?

No, at this stage RVO is reviewing embassy ideas that have been submitted. Concept notes can only be submitted after an official country-specific call is published by RVO.

5. What is the expected timeline?

The selected countries are expected to be confirmed in April 2026. The first scoping round is expected in May-July 2026, with additional rounds of scoping starting in Q3 and Q4 of 2026. For each country, project development is expected to take at least 8 months, with first activities expected to commence in early 2027. All countries where scoping will take place over the next year are being selected now; no additional idea selection is foreseen.

6. Will all countries move forward at the same time?

No, country ideas will be taken up by RVO and embassies on a rolling basis, so consultations and concept note calls will appear at different moments during 2026.

7. What types of organizations may be involved?

This will vary by call and by the expertise needed. Depending on the country and project focus, applicants may include NGOs, CSOs, knowledge institutes, UN organizations, private sector actors, social enterprises, other legal entities, or consortia.

8. Are consortia possible, and is local presence important?

Yes, consortia may be encouraged where different types of expertise are needed. These details and requirements will be included in the call for concept notes. Localization is an important objective within LAND-at-scale.

9. Do you provide research funding?

No, LAND-at-scale is not a research grant programme. Research and learning opportunities may arise through the knowledge management component, but these are expected to support programme needs. Unfortunately, ideas for research can therefore not be shared with RVO.

10. What are the roles of RVO and Dutch embassies?

RVO will publish calls for concept notes, assess and select concept notes, invite full proposals, and manage contracting. Dutch embassies submit the initial country ideas and help shape country scoping and formulation, but they are not responsible for receiving concept notes or managing contracts.

11. Should organizations approach embassies directly now?

No, because the initial selection of embassy ideas is an internal process between RVO and the embassies. Engagement with potential implementation partners will come later through stakeholder consultations and calls for concept notes (see above).
