Abstract
This preparatory study reviews housing, land and property rights in Iraq in the context of conflict, displacement and return. It describes the country’s land administration system, categories of tenure and obstacles to recovering property claims. The report considers how documentary loss, outdated registries and barriers faced by women and minority communities affect access to land and housing. It draws on literature and consultations to identify priorities for LAND-at-scale programming and coordination with national and local institutions.
